Appropriates $25,000,000 in fiscal year 2027: $20 million for competitive research grants to universities and medical centers, $3 million for caregiver support programs (respite care, training, mental health resources), and $2 million to establish a Neurodegenerative Disease Advisory Council

Creates a Neurodegenerative Disease Advisory Council with representatives from research institutions, advocacy organizations, caregiver groups, and the medical community to oversee fund administration and establish grant guidelines

Requires the Commissioner of Health to develop a state plan addressing neurodegenerative diseases within 12 months, covering prevalence data, care coordination, workforce development, and research priorities

Mandates annual reports to the legislature by January 31 detailing grant recipients, research accomplishments, and estimated financial costs of Parkinson's disease to Minnesota, including Medicaid expenditures
