Creates a grant program administered by the Commissioner of Employment and Economic Development for small city municipal facility improvements

Eligible cities must have a population under 2,000, an executed fire service contract requiring them to provide fire and rescue services to at least one other municipality, and a minimum of 50 fire and rescue calls per year

Grant funds may be used to design, construct, furnish, and equip capital improvements for colocating multiple city services (including firefighting) in a single building

Grant funds may also be used to purchase and install air handling equipment to mitigate vehicle exhaust in multipurpose municipal buildings used for fire and rescue dispatch

Authorizes the sale and issuance of state bonds to fund the program (specific appropriation amount left blank in bill text)
