Requires the Commissioner of Transportation to develop a passenger form for detained individuals (passengers traveling involuntarily or in restraints) collecting name, date of birth, address, medical history, emergency contacts, attorney information, and pending legal proceedings

Prohibits refueling aircraft while any individual is restrained on board; detained individuals removed for refueling must be placed in climate-controlled enclosures with access to restrooms and water

Mandates fixed base operators verify passenger forms exist for all detained individuals, maintain documentation on detention flights for at least two years, and submit monthly reports to the commissioner

Prohibits the state, political subdivisions, and the Metropolitan Airports Commission from contracting with airlines transporting detained individuals unless the airline provides a federal or state court warrant, court order, or governor's extradition authorization

Effective October 1, 2026, with contract limitations not applying to agreements entered into on or before that date
