Extends the maximum duration for delegation of parental authority from one year to three years for parents, legal custodians, and nonprofessional guardians of minors or incapacitated persons

Professional guardians remain limited to delegating powers for a maximum of 30 days and must submit the power of attorney to the court

Delegation allows transfer of care, custody, and property powers but excludes the power to consent to marriage or adoption

Parents must notify the other parent within 30 days of executing a delegation, unless that parent has no parenting time, supervised parenting time, or an active protective order exists

Effective the day following final enactment and applies retroactively to delegations signed before, on, or after that date
