Eliminates the $65,000,000 allocation for a sports and recreation complex from Rochester's approved local sales tax uses, prohibiting fund collection for this purpose after June 30, 2026

Redirects any tax revenues collected through June 30, 2026 to the remaining three approved projects: economic vitality fund ($50 million), street reconstruction ($50 million), and flood control/water quality ($40 million)

Reduces Rochester's maximum bonding authority from $205,000,000 to $140,000,000 to reflect the removal of the sports complex project

Shortens the expiration timeline for the extended local sales tax from 24 years to 20 years after first imposed

All provisions take effect the day following final enactment
