Redirects the annual reporting requirement from committees with jurisdiction over public safety policy and finance to committees with jurisdiction over children and youth

Eliminates the provision allowing the commissioner to use up to 10% of the biennial appropriation for administrative costs

Reorganizes statute language to consolidate the local matching fund requirement (equal to grant amount) into the grants subdivision rather than the applications subdivision
