Applies to Minnesota State Colleges and Universities system institutions and private postsecondary institutions with Minnesota campuses that participate in federal Title IV financial aid programs

University of Minnesota is requested but not required to comply

Institutions must establish a complaint procedure for students alleging noncompliance, with appeals to the Office of Higher Education available after exhausting institutional review
