Amends land acquisition procedures to clarify the commissioner of natural resources may acquire fee title or easement interests in land, and expands stream easement payment calculations to include access corridors at $5 per linear foot of stream plus estimated market value for easement and access corridor acres.

Authorizes the commissioner to acquire easements to access native prairie land, with payment to landowners at up to 50 percent of the standard payment rate.

Adds land to Frontenac State Park (Goodhue County) and Great River Bluffs State Park (Winona County); deletes approximately 4 acres from Mille Lacs Kathio State Park (Mille Lacs County) lying east of U.S. Highway 169.

Authorizes public sale of 4.3 acres of surplus land bordering Rossman Lake in Becker County, and private sales of surplus waterfront land in Mille Lacs County (to a federally recognized Indian Tribe at appraised value), and Otter Tail County (bordering East Battle Lake).

Authorizes no-cost conveyances of surplus land bordering the Grindstone River in Pine County to private landowners (subject to state access easement), and land in Wabasha County to the city of Elgin for nonmotorized recreation and fishing access (with reversionary clause if public use ends).
