Caps public utility interim rate increases at 5% above the existing rate schedule, adding a new limitation to Minnesota's utility rate regulation process

Amends Minnesota Statutes section 216B.16, subdivision 3, which governs how the Public Utilities Commission sets temporary rates while a utility's full rate case is under review

Interim rates must still be ordered within 60 days of a utility's initial filing and continue to use the rate of return on equity from the utility's most recent rate proceeding

Utilities must refund customers with interest if final approved rates are lower than interim rates, with refunds distributed within 120 days of the final order

The commission retains authority to deviate from standard interim rate calculations only if it finds "exigent circumstances" exist
