Absentee ballots must be mailed at least 46 days before regularly scheduled primary and general elections, and at least 30 days before March town elections.

Secretary of state must reimburse counties and municipalities for special election expenses including ballot printing, postage, polling place preparation (up to $150 per location), electronic voting system setup (up to $100 per precinct), and election judge salaries, with reimbursement requests due within 60 days of certification.

County boards may call special elections on ballot questions with at least 84 days notice (changed from "within" to "at least"), and elections must be held on uniform election dates.

Repeals Minnesota Statutes section 5.31, which authorized the secretary of state to sell intellectual property rights to the statewide voter registration system to other states.
