Restructures the three-member Medical Examiner Board composition: replaces the dean/professor from an AMA-designated medical school with a pathology professor from the University of Minnesota, changes the Minnesota Society of Pathologists representative to a pathologist at Hennepin Healthcare, and replaces the Hennepin County Medical Association designee with the director of medical examiner operations at the Hennepin County Medical Examiner's Office.

Changes board member requirements from "licensed physicians" to "individuals," allowing non-physicians to serve on the selection board.

Applicants for medical examiner must now be board-certified in forensic pathology, rather than just "certified or eligible for certification."

Replaces the requirement for eligibility to join Hennepin County Medical Center staff with a requirement to hold a Minnesota medical license.

Removes the previous cap limiting recommendations to the seven highest-ranked applicants; the board now provides all qualified applicants' qualifications to the county board for selection.
