Establishes a Moose Co-Stewardship Committee with representatives from the DNR, 1854 Treaty Authority, Grand Portage, Fond du Lac, and Bois Forte Bands of Chippewa, federal agencies, conservation organizations, and the timber industry.

Restricts moose hunting to bull-only seasons that may only open when population thresholds are met, habitat capacity is sustained, and the Co-Stewardship Committee approves the harvest quota, with annual joint review by Tribal and DNR biologists.

Creates a moose restoration and research account in the game and fish fund, funded by moose license revenue, to support research, habitat restoration, monitoring, and committee activities.

Requires the DNR commissioner to submit an annual report by January 15 to legislative committees on moose population trends, habitat restoration outcomes, economic impacts, and co-stewardship activities.
