Creates the Capitol Complex County Host Program requiring the Commissioner of Revenue to pay Ramsey County $5 per square foot of state-owned buildings in the Capitol Area starting in 2027

Compensates Ramsey County for lost property tax base and disproportionate fiscal impact caused by tax-exempt state government buildings

Requires Ramsey County to use the aid payments to reduce current-year property taxes levied on net tax capacity within the county

Appropriates funds annually from the state general fund to cover the aid payments
