Adds statutory definition of "MAXIS" as the computer system used by state and county workers to determine eligibility for public assistance, health care programs, cash assistance, and food support programs

Shifts 100% of federal SNAP fiscal disallowances or sanctions to the state until the MAXIS computer system is replaced, removing the previous requirement that counties share half of these costs

After MAXIS replacement, restores county responsibility for half of SNAP disallowances, allocated based on each county's share of SNAP administrative costs (50%) and SNAP benefits issued (50%)

Removes references to the former Aid to Families with Dependent Children (AFDC) program from the disallowance allocation provisions

Effective date of October 1, 2027
