Phases in motorboat operator certification requirements by birth year: those born before July 1, 2004 exempt starting July 1, 2025, with the exemption narrowing annually until July 2, 2028 when only those born before July 1, 1987 remain exempt

Modifies invasive species rules to allow possession, transport, and sale of bighead carp, grass carp, and silver carp if eviscerated (internal organs removed or gills severed), and adds black carp to the list of invasive carp species that must be reported within seven days of taking

Establishes escalating penalties for game and fish license fraud: first conviction bars obtaining that license type for one year; second conviction voids all wild animal licenses for one year; third conviction voids all licenses for five years

Repeals the Lake Superior expanded assessment harvest program that allowed commercial operators to take up to 3,000 lake trout in zone MN-3 and 2,000 in zone MN-2 annually from June through September
