Amends Minnesota Statutes section 115.542 governing NPDES and state disposal system permits for publicly owned wastewater treatment facilities

Requires the Pollution Control Agency commissioner to provide permit applicants with draft permits and fact sheets at least 30 days before public notice, unless waived by the applicant

Sets a minimum 60-day public comment period for permit applications, which may be reduced to 30 days if requested by the applicant and approved by the commissioner based on public or Tribal interest

Establishes a state goal of 210 days for issuing or denying tier 2 permits for publicly owned wastewater treatment facilities following application submission
