Eliminates provisions that allowed recognition of negative parental or student contributions (between $0 and -$1,500) when calculating assigned family responsibility for Minnesota state grant awards.

Sets assigned family responsibility to $0 whenever the student or parental contribution is less than $0, simplifying the calculation formula.

Removes the option for the Office of Higher Education to use surplus appropriations to recognize negative contributions below -$1,500 when calculating assigned family responsibility.

Retains only the living and miscellaneous expense allowance increase as the method for distributing surplus state grant appropriations in the second year of a biennium.

Takes effect the day following final enactment and applies to state grant awards beginning in the summer 2026 academic term.
