$14,000,000 appropriated from bond proceeds to the Commissioner of Transportation as a grant to the Duluth Airport Authority for a new air traffic control tower base building

Project includes design, construction, furnishing, and equipping of office spaces, equipment rooms, workspaces, and logistic support spaces at Duluth International Airport

Site preparation work includes demolition of obsolete buildings, utility installation, stormwater retention system construction, and fuel tank replacement

A portion of the appropriation will serve as matching funds for federal funding

Authorizes the Commissioner of Management and Budget to sell and issue up to $14,000,000 in state bonds, effective the day following final enactment
