Prohibits state agencies and political subdivisions (counties, cities, towns, school districts, boards, commissions) from adopting or enforcing any law, rule, policy, or order requiring individuals to be vaccinated or show proof of vaccination against communicable diseases

Prohibits businesses operating in Minnesota from requiring vaccination or proof of vaccination for individuals to enter, work at, provide services at, or receive services at the business

Preserves existing vaccine requirements for K-12 schools (section 121A.15), postsecondary institutions (section 135A.14), and child care facilities (Minnesota Rules, chapter 4604)

Effective the day following final enactment
