Amends Minnesota Statutes section 518.17, subdivision 1, governing "best interests of the child" factors in custody and parenting time determinations

Adds new language clarifying that disagreements over parenting time amount, parenting time schedules, or whether to grant sole or joint custody do not alone constitute an inability of parents to cooperate in raising their children

Maintains existing 12-factor framework courts must evaluate, including child's physical/emotional needs, domestic abuse history, parental health issues, and each parent's willingness to support the child's relationship with the other parent

Preserves rebuttable presumption that joint legal custody is in the child's best interests when requested, with an exception when domestic abuse has occurred between parents
