Establishes minimum commission rates for lottery retailers: 7% for drawing-game tickets, 6.5% for instant-win tickets, and 2.5% for cashing winning tickets

Requires annual inflation adjustments to commission rates effective July 1 each year, based on the Consumer Price Index for the St. Paul-Minneapolis metropolitan area

Authorizes the State Lottery director to set commission rates higher than the statutory minimums and to periodically review and adjust rates to maintain appropriate state revenue

Repeals the existing section 349A.16, which referenced 1998 commission rates, and replaces it with new section 349A.17 codifying specific commission percentages in statute

Effective August 1, 2026, applying to tickets sold on or after that date
