Hospital districts in Minnesota would gain authority to financially support licensed health care providers beyond hospitals and nursing homes, including primary care clinics, behavioral and mental health providers, dental clinics, home health agencies, urgent care centers, and community-based health service organizations.

Agreements with supported providers must require funds be used only for programs, services, or capital investments benefiting district residents' health, and must prohibit use of funds for executive compensation, shareholder dividends, or profit distribution.

Recipients of hospital district support must provide regular financial reporting to the district, and hospital boards must establish internal compliance policies and procedures.

The bill does not grant hospital districts any new taxing authority beyond what is already provided under existing law (section 447.34).

Resolutions to create or reorganize hospital districts would be updated to include the authority to financially support other licensed health care programs, services, and facilities as determined necessary by the hospital board.
