Expands Minnesota's doxxing law (section 609.5151) from protecting only law enforcement officials to protecting any person whose personal information is disseminated without consent when it poses an imminent and serious threat to their safety

Creates a tiered penalty structure: misdemeanor for general violations, gross misdemeanor when the victim is a law enforcement official or their family/household member

Elevates the offense to a felony (up to 2 years imprisonment and/or $4,000 fine) when the victim or their family/household member suffers great bodily harm or death as a result of the doxxing

Makes second or subsequent violations a felony punishable by up to 2 years imprisonment and/or $4,000 fine (upgraded from gross misdemeanor under current law)

Effective date of August 1, 2026, applying to crimes committed on or after that date
