Creates a "Minnesota proud grandparents" special license plate featuring baby footprints, available for passenger automobiles, one-ton pickup trucks, motorcycles, and recreational vehicles

Requires applicants to pay standard plate fees plus a minimum $35 contribution upon initial application and annually thereafter to the food shelf support account

Establishes a food shelf support account in the special revenue fund, with contributions appropriated first to the Commissioner of Public Safety for administration and the remainder to the Commissioner of Children, Youth, and Families for food shelf program grants

Allows plates to be transferred to another qualifying vehicle owned by the same individual for a $5 transfer fee

Effective January 1, 2027
