Lake City's port authority commission may exercise the same powers as a municipal housing and redevelopment authority under Minnesota Statutes sections 469.001 to 469.047, with restrictions prohibiting the authority from levying taxes, issuing debt or bonds, or exercising eminent domain

The city of Lake City retains control over all housing and redevelopment authority powers, with the city exercising those powers rather than the commission directly

Lake City is granted until January 1, 2027 to retroactively approve Laws 2021, chapter 19, section 1 by resolution and file that approval with the secretary of state, bypassing normal statutory time limits

Actions previously taken by Lake City under the 2021 law and Minnesota Statutes section 469.0773 are validated if the city completes the approval process

Both provisions take effect the day following final enactment
