Tax revenues must fund two specific projects: $7,500,000 for a swimming pool project and $1,500,000 for flood mitigation measures

Permits the city to issue bonds up to $9,000,000 (plus issuance costs) to finance the projects, with bonds excluded from city debt limitations and exempt from separate voter approval requirements

Tax expires at the earlier of 18 years after first imposed or when sufficient revenue has been collected to cover all project and bond costs

Effective the day after the city of Windom's governing body and chief clerical officer comply with statutory requirements
