Online learning students may continue enrollment in their Minnesota school district or charter school during temporary absences from the state lasting up to 60 consecutive school days, provided at least one parent remains a Minnesota resident and the student intends to return

Qualifying students must have been continuously enrolled in the district or charter school for at least one year and must agree with the school on a course of study during the nonresidency period

Students meeting these temporary residency exception requirements will continue to be counted for pupil unit funding calculations, allowing districts to receive state aid for these enrolled students

Appropriates money from the general fund to the Department of Education for fiscal year 2027 for additional state aid related to general education revenue (specific dollar amount not specified in bill text)

Effective date is July 1, 2026
