Adds thermal energy networks (as defined in section 216B.2427) to the list of authorized public improvements that municipal councils may construct, reconstruct, extend, and maintain under Minnesota's local improvement statute (section 429.021)

Expands the statutory definition of "waterworks" to include thermal energy networks alongside traditional water system components such as mains, valves, hydrants, wells, pumps, reservoirs, tanks, and treatment plants

Enables municipalities to use existing public improvement financing mechanisms and assessment authority for thermal energy network projects

Amends two sections of Minnesota Statutes 2024: section 429.021, subdivision 1 (improvements authorized) and section 444.075, subdivision 1 (definitions)
