Adds "culturally specific or culturally responsive adult mental health services" as a new grant-eligible category under existing adult mental health grant programs, and expands children's mental health grant language to explicitly include culturally specific/responsive services and supervision of clinical trainees who are Black, Indigenous, or people of color.

Appropriates funds (amounts unspecified) in fiscal year 2027 for adult mobile crisis grants, with priority given to counties, adult mental health initiatives, and Tribes in geographic areas most impacted by the U.S. Department of Homeland Security Operation Metro Surge.

Appropriates funds for school-linked behavioral health grants, prioritizing school districts with increased student absences or increased online instruction enrollment since December 2025 related to Operation Metro Surge.

Creates new grant appropriations for culturally specific or culturally responsive mental health services for both adults and children, requiring grantees to have experience treating community-wide trauma including PTSD, with priority for areas impacted by Operation Metro Surge.

Culturally specific/responsive providers must meet five attestation requirements, including: serving communities sharing common language or racial/ethnic/social background, having significant governance input from that community, complying with national culturally appropriate service standards, and employing at least 50% staff from the community being served. All appropriations are one-time and available until June 30, 2029.
