Expands the definition of "advance deposit wager" to include wagers on horse races conducted both inside and outside Minnesota, removing the previous restriction to out-of-state races only

Distributes source market fees from advance deposit wagering providers with 28% going to standardbred racing tracks and 72% going to Thoroughbred and Quarter Horse racing tracks

Requires at least 50% of source market fees from out-of-state races be set aside for breeders awards and purses, with at least 33% of that amount deposited to the state breeders fund

Requires at least 50% of source market fees from in-state races be set aside for purses and paid to purse accounts pursuant to agreements with horsepersons' associations

Redirects source market fees to the remaining licensed racetrack if another track's license is revoked or not renewed
