Establishes a new higher reimbursement rate for adolescent high-intensity residential substance use disorder treatment programs, effective January 1, 2027

Sets the adolescent program rate at 130% of the base payment rate for high-intensity residential services, after any applicable adjustments

Maintains existing base payment rates effective January 1, 2026: 100% of the modeled rate for low-intensity residential services, 83% for high-intensity residential services, and 100% for treatment coordination services

Amends Minnesota Statutes 2025 Supplement, section 254B.0509, subdivision 1, governing substance use disorder treatment reimbursement
