Amends the geographic boundaries of Minneapolis's downtown taxing area by replacing references to 8th Street and Burlington Northern Railroad tracks with Portland Avenue South and Plymouth Avenue North as boundary markers

Expands the downtown taxing area to include Nicollet Island and portions of Main Street, Hennepin Avenue, 2nd Street S.E., Bank Street, and University Avenue S.E.

Excludes from the downtown taxing area properties in zones under Minneapolis Zoning Code chapter 546 where a restaurant with a wine license operates

Maintains existing general fund allocation requirements for state bond debt service support ($150 million present value by December 31, 2046) and Minnesota Sports Facilities Authority capital improvement and operating expenses through 2046

Downtown taxing area boundary changes take effect for sales and purchases made after September 30, 2026
