Council duties include advising the governor and legislature on issues facing Central and Eastern European communities, recommending policy changes, serving as liaison with community organizations, and conducting studies on education, employment, health, and housing

Legislative Coordinating Commission appoints an executive director who serves in unclassified service; Commissioner of Administration provides administrative support; Attorney General provides legal services

Requires annual reports by January 15 to legislative committees on measurable outcomes and objectives, with biennial budget submissions to the LCC by February 1 in odd-numbered years

Appropriates $700,000 from the general fund in fiscal year 2027 for operations, staffing, and outreach, with a $700,000 base continuing in fiscal year 2028
