Applications for petroleum pipeline certificates of need must include 15-year annual demand forecasts for motor fuel and other refined petroleum products, separately for Minnesota and contiguous states (Iowa, North Dakota, South Dakota, and Wisconsin)

Motor fuel demand forecasts must account for population, vehicle miles traveled, fuel efficiency, electric vehicle penetration rates, refinery capacity expansion plans, and crude oil prices

Vehicle miles traveled projections must incorporate trends in remote work, mass transit ridership, and state vehicle miles reduction targets from the multimodal transportation plan

Applicants must disclose underlying assumptions about U.S., Canadian, and global crude oil prices, as well as changes to crude oil transportation infrastructure affecting Western Canada and the region

Effective the day following enactment and applies to petroleum pipeline applications filed with the Public Utilities Commission on or after that date
