Requires retroactive implementation of collective bargaining agreement provisions between SEIU Healthcare Minnesota and Iowa and the state that were delayed past January 1, 2026, due to pending federal approval of state plan amendments

Commissioner of Human Services must issue instructions to ensure wage remediation occurs for all individual providers covered by the collective bargaining agreement as soon as possible after federal approval

All covered individual providers must receive back pay for the period between the effective date of the retroactive rate increase and when federal approval was granted

Effective the day following final enactment
