Replaces "medical cannabis combination business" license with a new "cannabis macrobusiness" license category, which must obtain a medical cannabis manufacturer endorsement plus at least one other medical cannabis endorsement (cultivation or retail)

Creates three separate medical cannabis endorsements available to existing license holders: medical cannabis cultivation endorsement, medical cannabis manufacturer endorsement, and medical cannabis retail endorsement, each with specific operational requirements

Cannabis macrobusinesses may cultivate up to 45,000 square feet indoors or 4 acres outdoors, use up to 90,000 pounds of cannabis for manufacturing, and operate up to 8 retail locations (with at least 3 in high medical need areas if operating more than 5 locations)

Beginning January 1, 2027, the Office of Cannabis Management must convert existing medical cannabis combination business licenses to macrobusiness licenses; beginning January 1, 2028, the office may issue new macrobusiness licenses to applicants without existing licenses

Allows cannabis microbusinesses and mezzobusinesses with medical endorsements to apply for reclassification as larger business types, with priority given to those holding medical retail endorsements
