Restructures Minnesota's cannabis licensing system to require specific endorsements for different activities (cultivation, extraction, manufacturing, retail operations) rather than bundling authorizations within licenses

Creates new endorsement categories including cannabis flower packaging endorsement (allowing retail packaging of bulk flower), hemp extraction and concentration endorsement, and creation of artificially derived cannabinoids endorsement as separate authorizations

Establishes tiered civil penalties for unlicensed cannabis sales ranging from $3,000 for small quantities up to $1,000,000 for sales exceeding 50 pounds of flower or 400 grams of THC-infused products

Prohibits the office from charging fees for endorsement applications and requires endorsement terms to align with the underlying license renewal period

Bans cannabinoid products using electronic delivery devices with embedded or inseparable batteries, effective January 1, 2027
