Appropriates $8,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to St. Louis County for the St. Louis County Heritage and Arts Center (the Depot) in Duluth

Funds will support asset preservation and expansion, including predesign, design, construction, and renovation of mechanical, electrical, HVAC systems, and life-safety elements

Requires at least $5,671,000 in committed nonstate funding before the state appropriation becomes available

Authorizes the commissioner of management and budget to sell and issue state bonds up to $8,000,000 under Minnesota Statutes sections 16A.631 to 16A.675
