Establishes new Medical Assistance dental reimbursement rates effective January 1, 2028 (or upon federal approval), to be set at a percentage of median charges for coverage year 2024, with specific percentages left blank for legislative determination

Modifies critical access dental provider reimbursement increases effective January 1, 2028 (or upon federal approval), with the additional percentage above standard rates left blank for legislative determination

Rate increases do not apply to state-operated dental clinics, federally qualified health centers, rural health centers, or Indian health services

Requires managed care plans and county-based purchasing plans to reimburse dental providers at least at fee-for-service rates, with provisions for capitation rate adjustments if federal approval is not received

Amends Minnesota Statutes 2024, section 256B.76, subdivisions 2 and 4, effective the day following final enactment
