Delays implementation of the Minnesota African American Family Preservation and Child Welfare Disproportionality Act from January 1, 2027 to January 1, 2028, extending the phase-in program in Hennepin and Ramsey Counties by one year.

Adds conditions for family reunification, requiring that it be in the child's best interests and that the family is making active efforts to participate in visitation, safety planning, and other activities to create a safe home.

Creates a rebuttable presumption that a child is at risk of imminent physical damage or harm when synthetic opioids are present in the home without a valid prescription.

Removes children age 10 and older from the list of individuals who may file a petition to reestablish the legal parent-child relationship after parental rights termination.

Repeals the requirement for the Commissioner of Human Services to develop a publicly accessible child welfare compliance and feedback portal.
