$7,000,000 appropriated from bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the Duluth Entertainment and Convention Center Authority

Funds designated for predesign, design, construction, renovation, furnishing, and equipping of capital improvements at the DECC facility

Specific improvements include elevator and escalator upgrades, energy efficiency improvements, ADA compliance work, seat and flooring replacement in Symphony Hall, sound wall and room divider replacement in Pioneer and Paulucci Halls, fire door replacements, and parking lot repairs

Commissioner of Management and Budget authorized to sell and issue up to $7,000,000 in state bonds to fund the appropriation

Effective the day following final enactment; exempt from requirements under Minnesota Statutes section 16A.86, subdivision 4
