Allows medical cannabis retailers to identify a medical cannabis consultant rather than requiring one to be employed, and permits contracting with licensed pharmacists instead of employing them directly

Removes the requirement that consultants providing final approval for medical cannabis distribution must be employed by the cannabis business with the retail endorsement

Requires patient consultations with a licensed pharmacist or certified medical cannabis consultant for first-time purchases, changes in administration method, dosage increases of at least double, or upon patient request

Permits consultations to be conducted remotely via secure videoconference, telephone, or other means if patient identity is confirmed and privacy requirements are met

Amends Minnesota Statutes 2024, section 342.51, subdivisions 1 and 3, and Minnesota Statutes 2025 Supplement, section 342.51, subdivision 2
