Appropriates $8,856,000 in fiscal year 2026 from the general fund to the Department of Employment and Economic Development for a grant to Union Gospel Mission, Inc.

Funds will predesign, design, construct, furnish, and equip a community engagement center in Duluth to serve people experiencing homelessness

Facility will include a commercial kitchen, warming center space, indoor and outdoor guest areas, health service facilities, classrooms, offices, and laundry and hygiene facilities

Appropriation is onetime and remains available until the project is completed or abandoned

Effective the day following final enactment
