Requires postsecondary institutions to allow high school students (grades 10-12) to enroll in summer courses through the Postsecondary Enrollment Options (PSEO) program, consistent with the institution's policy for regular postsecondary students

Amends Minnesota Statutes section 124D.09, subdivision 9, which governs enrollment priority for dual enrollment programs

Enrollment in summer courses must follow the same policies that apply to the institution's own postsecondary students taking summer courses

Existing provisions remain unchanged, including enrollment priority for college students, prohibition on displacing already-enrolled pupils, and requirements for veteran student accommodations
