Removes the requirement that at least two safety-qualified underground telecommunications installers be present at directional drilling sites for telecommunications infrastructure installation

Eliminates the July 1, 2025 deadline for seven-county metropolitan area compliance, keeping only the statewide January 1, 2026 deadline for all underground telecommunications infrastructure installations

Reduces the initial certification course requirement from 40 hours to 10 hours of classroom and hands-on instruction covering safe installation procedures, utility identification, line strike response, and traffic control

Maintains the four-hour refresher course requirement every three years to keep certification current

Effective the day following final enactment
