Social media platforms with more than 1,000,000 global account holders are prohibited from using algorithmic recommendation features to target content at Minnesota users under age 18

Platforms must obtain verifiable parental consent before minors in Minnesota can open new accounts

Chronological feeds, content from accounts users choose to follow, and direct search results remain permitted for minors

Exemptions apply to parental control tools, age-appropriate content filters, government content, and educational content from schools and universities

Violations carry $1,000 statutory penalty per incident plus general/special damages, with individual recovery capped at $100,000 per calendar year; effective January 1, 2026
