Creates "Choose Life" special license plates available for passenger vehicles, pickup trucks, motorcycles, and recreational vehicles, effective January 1, 2026

Requires applicants to pay standard plate fees plus a $25 initial contribution and minimum $25 annual contribution to the Choose Life account

Deposits contributions into a special revenue fund appropriated to the Commissioner of Public Safety, with remaining funds after administrative costs distributed to Choose Life Minnesota, Inc.

Directs funds to nongovernmental, nonprofit agencies assisting pregnant women making adoption plans, covering material needs such as clothing, housing, medical care, food, utilities, and transportation

Prohibits fund distribution to agencies involved in abortion-related activities, agencies that charge women for services, or use of funds for administrative, legal, or capital expenses (except Choose Life Minnesota, Inc. may use up to 15% for administration and promotion)
