Increases the voting threshold for the Nursing Home Workforce Standards Board to establish minimum employment standards from 5 to 6 affirmative votes, requiring at least 2 votes each from commissioners/designees, employer representatives, and worker representatives

Removes the board's authority to use expedited rulemaking (section 14.389) for adopting initial wage standards and other rules, requiring standard rulemaking procedures instead

Prohibits any board-approved standard from taking effect unless the Commissioner of Human Services estimates facility-specific costs and the legislature appropriates funding to cover increased Medicaid reimbursement rates

Requires cost estimates for new standards to include wage increases, employer payroll taxes (FICA, Medicare, unemployment, workers' compensation), pension contributions, and indirect costs as defined by the board

Expands training certification authority to include employer organizations in addition to worker organizations for providing required training to nursing home workers
