Commissioner of Health must establish a school-based telehealth program by contracting with a single telehealth provider selected through RFP to deliver mental and physical health care to students in participating public school districts and charter schools

Qualified telehealth providers must have experience serving at least one school district with 100,000+ students, demonstrate culturally competent pediatric care capabilities, and agree to provide free services to uninsured students while waiving all cost-sharing for insured students

Program funding covers an annual capitation rate of up to $22 per enrolled student, one-time setup costs for districts, and program evaluation

Appropriates $40 million total from the general fund ($20 million in FY2026 and $20 million in FY2027)

Commissioner must submit evaluation reports to the legislature by January 15, 2027, and every two years thereafter on whether the program increases student access to health care, with effective date of July 1, 2025
