Expands the definition of "shortage area" to include regions where the percentage of Indigenous teachers and teachers of color is lower than the percentage of Indigenous students and students of color in K-12, effective July 1, 2025

Requires the Professional Educator Licensing and Standards Board to submit teacher supply and demand reports by November 1, 2025, and every even-numbered year thereafter to legislative education committees

Mandates expanded reporting on hiring progress, including the number of teachers hired in the preceding two years, license tier levels of hired teachers, and unfilled positions

Requires a special report by February 1, 2026, detailing teacher openings by school district in six specific fields: English as a second language, early childhood, special education, career and technical education, STEAM, and world languages

Amends Minnesota Statutes sections 122A.06 (subdivision 6) and 122A.091 (subdivision 5)
